DubbingMate reads the captions out loud instead, timed to the video, so you can watch and listen at the same time.
The voice speed adjusts automatically to the caption timing, and you can set the original and dubbed volumes separately. Dubbing (reading captions and synthesizing speech) happens on your own computer.

It works on any video that has captions (CC), including auto-generated captions.
